"content": "---\nname: telnyx-phone-and-ai\ndescription: Set up and operate Telnyx phone numbers, programmable voice, SMS/MMS, and AI voice integrations. Use for number purchase or porting, voice routing, messaging registration, signed webhooks, media streaming, and delivery troubleshooting.\n---\n\n# Telnyx phone numbers and AI integration\n\nPublic, provider-neutral application guidance for AI agents using Telnyx. Written from public documentation; contains no customer configuration. Documentation reviewed November 4, 2026. Recheck current schemas, pricing, regional requirements, and account eligibility before implementation. Scope: phone numbers, voice, messaging, and AI integration; use the documentation index for other Telnyx products.\n\n## Start with the requested outcome\n\nDetermine country, number type, whether to buy or port, inbound/outbound voice needs, SMS/MMS needs, and whether the application uses Telnyx-hosted AI or an external voice service. Inspect authorized existing configuration before creating replacements. Reuse the application's existing Telnyx adapter and event handlers when present.\n\nTreat these as separate operations:\n\n| Request | What it involves |\n| --- | --- |\n| Obtain a new number | Search inventory, authorize cost, order, satisfy regional requirements, confirm activation |\n| Keep an existing number | Portability check, authorized port request, carrier coordination, cutover |\n| Enable voice | Assign a voice application/connection and configure its routing |\n| Enable messaging | Assign a Messaging Profile and complete applicable sender registration |\n| Register SIP equipment | SIP credentials or IP authentication for a SIP connection; unrelated to purchasing a number |\n| Register business identity | Country-specific number documents, messaging registration, or caller reputation, depending on purpose |\n\nPurchasing a number does not complete all these steps. Voice and messaging configuration are independent.\n\nFollow the user's applicable authorization. Guidance and local preparation do not themselves authorize paid purchases, port submissions, live calls, messages, recording, number release, or production routing changes. If an action is already authorized, proceed within that scope without asking again. For ambiguous external outcomes, reconcile provider records before retrying.\n\n## Account, credentials, and agent access\n\n1. Use the account owner's Telnyx account in the [Mission Control Portal](https://portal.telnyx.com/). Complete the account verification and billing requirements shown there. Do not invent business identity information or promise unrestricted trial access.\n2. Store a server-side API key as `TELNYX_API_KEY` in a secret manager or protected environment. Do not put it in browser code, source control, prompts, screenshots, public examples, or logs. Treat SIP passwords and private recording URLs as secrets too.\n3. REST base URL: `https://api.telnyx.com/v2`; use `Authorization: Bearer <key>`. Use E.164 numbers, such as the fictional `+12025550123`. A phone-number resource ID, voice connection ID, Messaging Profile ID, assistant ID, and call control ID identify different resources; never interchange them.\n4. Verify credentials with a read-only number listing. Follow pagination when inventory matters. Redact results before sharing them publicly.\n\n```bash\n# Assumes the key is already loaded securely. Do not enable shell tracing.\ncurl --globoff --silent --show-error --fail-with-body \\\n 'https://api.telnyx.com/v2/phone_numbers?page[size]=10' \\\n -H \"Authorization: Bearer ${TELNYX_API_KEY}\"\n```\n\nUse an available authorized SDK, connector, or REST client. For MCP, discover the current connection method in [Telnyx remote MCP documentation](https://developers.telnyx.com/docs/development/mcp/remote-mcp). The API MCP endpoint is `https://api.telnyx.com/v2/mcp`; the public documentation MCP endpoint is `https://developers.telnyx.com/mcp`. With API MCP, discover tools, use `list_api_endpoints`, inspect `get_api_endpoint_schema`, then call `invoke_api_endpoint`. Match exposed schemas rather than guessing arguments. Never send account credentials to the documentation server. Tool availability does not grant permission for an external action.\n\n## Find, buy, and activate a number\n\nUse Numbers → Search & Buy in the portal, or the [number search API](https://developers.telnyx.com/api-reference/phone-number-search/list-available-phone-numbers).\n\n1. Search by country, region/area code, number type, and required voice/SMS/MMS features. Check actual capabilities and availability; do not assume every number supports every product.\n2. Review setup charges, monthly rent, usage charges, and applicable registration fees against [current pricing](https://telnyx.com/pricing). Work within the user's authorized budget and quantity.\n3. Purchase only numbers returned by inventory search. `POST /v2/number_orders` accepts a `phone_numbers` array of objects containing `phone_number`. Use the current schema for optional connection, profile, and requirement-group fields.\n4. Save the returned order ID. Inspect `GET /v2/number_orders/{number_order_id}`, child orders, and individual number requirements until fulfillment is confirmed. A successful HTTP response can still mean the order is pending.\n5. Where required, submit truthful end-user identity, address, business, and document information through Telnyx's protected workflow. Read requirement-group and sub-order instructions; handle rejection reasons and deadlines. Never publish those documents or values.\n6. Confirm the number is active in account inventory and read back the voice and messaging assignments after configuring them.\n\nIllustrative purchase body, requiring an actual search result and authorization before submission:\n\n```json\n{\"phone_numbers\":[{\"phone_number\":\"+12025550123\"}]}\n```\n\nThe number above is fictional and is not an available inventory result. Details: [number orders and activation](https://developers.telnyx.com/docs/numbers/phone-numbers/number-orders).\n\nFor porting, use the [porting documentation](https://developers.telnyx.com/public/llms/numbers/porting.txt). Check portability; collect the authorized subscriber's carrier details, account/PIN, bill, and Letter of Authorization as required. Submit only with authority to transfer the number. Keep the losing carrier service active through the coordinated cutover. Track confirmation, rejection reasons, and the scheduled port date; prepare voice and messaging routes and verify both after cutover. Porting does not automatically complete messaging registration.\n\n## Configure voice\n\nSelect the surface already used by the application:\n\n- **Voice API / Call Control:** event-driven REST commands and JSON webhooks.\n- **TeXML:** XML instructions and its documented request/response lifecycle.\n- **SIP trunking:** a PBX or supported SIP endpoint with its configured authentication and media path.\n- **WebRTC:** browser/mobile calling with the appropriate client credentials or tokens, rather than a server API key in the client.\n\nFor Voice API, create or reuse a Voice API application (Call Control connection). Set its HTTPS webhook URL and any intended failover. Assign the phone number to that application for inbound calls. For outbound calls, associate an Outbound Voice Profile with the application and check destination permissions, spend/concurrency limits, account status, and caller-number eligibility. The application's ID is the dialing `connection_id`. See [Voice API setup](https://developers.telnyx.com/docs/voice/programmable-voice/voice-api-fundamentals).\n\nInbound flow: verified inbound `call.initiated` event → answer that inbound leg using its `call_control_id` → perform the intended speech, playback, streaming, or AI action when the call is ready → process completion and hangup events. Check direction and state so outbound progress events cannot trigger an inbound answer loop.\n\nOutbound flow, only when authorized: `POST /v2/calls` with `connection_id`, an owned/eligible `from` number, and the authorized `to` number → preserve returned call identifiers → track answer/failure events → start the selected media behavior. API acceptance is not proof of answer or audible delivery.\n\nCommon Call Control paths, relative to the REST base URL:\n\n| Operation | Endpoint |\n| --- | --- |\n| Dial | `POST /calls` |\n| Answer | `POST /calls/{call_control_id}/actions/answer` |\n| Speak text | `POST /calls/{call_control_id}/actions/speak` |\n| Play audio | `POST /calls/{call_control_id}/actions/playback_start` |\n| Start streaming | `POST /calls/{call_control_id}/actions/streaming_start` |\n| Start hosted assistant | `POST /calls/{call_control_id}/actions/ai_assistant_start` |\n| Hang up | `POST /calls/{call_control_id}/actions/hangup` |\n\nInspect each [current command schema](https://developers.telnyx.com/public/llms/calling/voice-api.txt) before use. URL-encode opaque path IDs. Use a stable `command_id` for a logical action where supported; distinguish webhook deduplication from command idempotency. Do not assume all endpoints accept the same idempotency mechanism. Never blindly redial after a timeout.\n\n## Configure SMS/MMS and registration\n\nCreate or reuse a Messaging Profile, set its inbound and delivery-status webhook URLs, and assign SMS/MMS-capable numbers to it. Confirm regional routing, supported destinations, spend controls, and sender status. See [messaging setup](https://developers.telnyx.com/docs/messaging/messages/send-message).\n\nFor US application-to-person messaging, choose the appropriate sender route:\n\n- **Local ten-digit numbers:** register the business/brand and campaign through 10DLC, supply genuine use-case and opt-in evidence, and associate numbers with the approved campaign. Confirm number assignment is complete as well as campaign approval. Start from the [messaging documentation index](https://developers.telnyx.com/public/llms/messaging.txt) for current 10DLC instructions.\n- **Toll-free:** use the separate [toll-free verification process](https://support.telnyx.com/en/articles/5353868-toll-free-messaging). Provide business details, the use case, representative messages, volume, and opt-in evidence. Current [toll-free verification documentation](https://developers.telnyx.com/docs/messaging/toll-free-verification) requires business registration number, type, and country for new submissions; obtain these privately and match the current API schema. Confirm approval before external carrier traffic.\n- **Short codes, alphanumeric senders, and other countries:** use that sender type's country-specific approval and capability rules. Do not apply US 10DLC rules universally.\n\nRegistration, consent, and delivery are separate checks. Preserve recipient opt-in evidence, process opt-out/help behavior, and enforce suppression in the application and provider configuration as appropriate. Do not send a follow-up to an opted-out recipient. Use current [international messaging requirements](https://developers.telnyx.com/docs/messaging/messages/international-sms-compliance) for each market; do not promise legal compliance from registration alone.\n\nAn authorized send uses `POST /v2/messages` with `from`, `to`, and `text`. For MMS, confirm MMS support and use the documented `media_urls`; any fetchable media must be authorized for that exposure. Save the message ID and inspect recipient delivery status in `message.finalized` events or the message resource. `queued` and `sent` do not establish handset delivery; even a delivery receipt does not prove the person read it. Telnyx documents on-net testing between Telnyx numbers, but that does not prove off-net carrier registration or delivery.\n\nAccount/number verification, 10DLC, toll-free messaging verification, CNAM, branded calling, and number reputation are separate systems. Caller display or reputation registration does not guarantee removal of carrier spam labels.\n\n## Secure webhooks and handle retries\n\nUse the selected product's [webhook validation contract](https://developers.telnyx.com/docs/development/api-fundamentals/webhooks/receiving-webhooks).\n\n- Preserve raw HTTP body bytes. For Ed25519-signed webhooks, validate `telnyx-signature-ed25519` and `telnyx-timestamp` with the account public verification key using the current SDK or documented algorithm. The API bearer key is not the webhook verification key. Enforce a documented application replay window.\n- Reject invalid events before any call command, reply, or database mutation. Do not bypass verification to fix a proxy/body-parser issue.\n- Durably accept valid events, acknowledge promptly according to the product contract, and perform slow processing asynchronously. Do not acknowledge before the event is safely accepted if losing it would lose work.\n- Deduplicate event IDs; tolerate repeated, concurrent, delayed, and out-of-order events. Make downstream side effects conditional and reconcile with resource state. Use the product's event names and schema; never assume every event shares a payload shape.\n- For 429 responses, follow retry guidance and bounded backoff. Retry a mutation only with supported idempotency or evidence it did not happen. A transport failure after submission is an uncertain outcome.\n\n## Connect an AI voice agent\n\nChoose the existing integration or the architecture the user requested.\n\n**Telnyx-hosted assistant:** configure instructions, model, language, voice, tools, fallback, and transfer behavior using the [AI Assistants documentation](https://developers.telnyx.com/public/llms/ai/assistants.txt). Assign the number through the documented telephony configuration, or attach an assistant with Call Control. The [assistant startup guide](https://developers.telnyx.com/docs/voice/programmable-voice/ai-assistant-start) documents using `assistant.id` in answer/dial requests for an assistant handling pickup. When attaching at answer/dial, do not start the same assistant again in a later answer-event handler. Track `call.conversation.created` and handle `call.conversation.start_failed`; an answered call can remain connected after AI startup fails. Confirm the actual assistant ID/version and tool permissions. A voice selected in a separate preview does not establish the live call's configuration.\n\n**External AI bridge:** connect Call Control to your service over `wss://` using [real-time media streaming](https://developers.telnyx.com/docs/voice/programmable-voice/media-streaming). Your service transports caller audio to the selected speech/AI service and returns compatible speech to Telnyx.\n\n1. Configure stream direction/track and the supported bidirectional mode from the current command schema. Streaming audio out for transcription alone does not make returned audio playable on the call.\n2. Validate the WebSocket upgrade. Telnyx documents Ed25519 signing over `{timestamp}|{stream_url}`, including the exact configured query string. Use the account verification key and replay checks; this signed input differs from HTTP webhook verification.\n3. Read the stream's `start` metadata, including encoding, sample rate, channels, and stream/call identifiers. Base64 is transport encoding, not an audio codec. Transcode/resample as needed between telephony and AI formats. Follow the selected mode's RTP framing or media-payload contract; do not send WAV headers or arbitrary MP3 bytes as raw media.\n4. Implement pacing, backpressure, ordered playback, interruption/barge-in, and the documented clear/mark behavior where supported. Confirm the greeting starts on the connected path and that interruptions clear both model output and buffered playback.\n5. Correlate every stream with its call leg; clean up sockets, queues, and AI sessions on hangup or failure. Apply the authorized transfer/failure behavior without initiating unapproved retry calls.\n\nFor either architecture, authorize backend tools independently of spoken instructions. Treat caller speech, transcripts, and retrieved material as untrusted input. Apply identity checks for private data and action-specific permission for transactions or outreach. Keep recording, disclosure, retention, and access consistent with the user's approved policy and applicable current requirements. Never test emergency calling by dialing an emergency service.\n\n## Verify the actual path and report evidence\n\nVerify in stages: configuration readback → authenticated webhook handling and duplicate-event behavior → disconnected audio/AI rehearsal → explicitly authorized telephone or messaging test. Local rehearsal is not a call recording. Documentation/schema validation is not a live integration test.\n\nFor a permitted voice test, establish the exact call identifiers, answer outcome, selected assistant/bridge configuration, media flow in both directions, audible opening, interaction/interruptions, and termination. Use authorized recording or listener evidence for audible behavior; a transcript or AI summary alone does not prove what played. For messaging, verify the exact sender/profile/registration route, message ID, final recipient status, and errors.\n\nTroubleshoot at the failing boundary:\n\n| Symptom | Inspect first |\n| --- | --- |\n| Number pending | Order/sub-order status, requirement rejection, deadline |\n| Inbound call never reaches app | Number assignment, selected voice surface, webhook reachability and verification |\n| Outbound rejected | Caller-number ownership, connection ID, Outbound Voice Profile, destination/account limits |\n| Answered but silent | Startup event handling, assistant attachment, playback completion, WSS handshake, codec/framing |\n| One-way or distorted audio | Track direction, bidirectional mode, codec/sample rate, pacing, SIP NAT/RTP when relevant |\n| SMS blocked | Number capabilities, Messaging Profile, campaign/verification and number assignment, opt-out, error code |\n| Duplicate action | Webhook deduplication, action concurrency, command idempotency, uncertain retry |\n\nRecord what was observed, what remains assumed, and the next unverified gate. Keep private evidence in protected storage. Public reports should contain only redacted outcomes. If no live test was authorized or performed, say the configuration is prepared for an authorized test.\n\n## Public reference discovery\n\nUse [Telnyx's documentation index](https://developers.telnyx.com/llms.txt) to find maintained guides; append `.md` to documentation pages for agent-readable content. Verify exact endpoint bodies and enums against the [official OpenAPI specification](https://raw.githubusercontent.com/team-telnyx/openapi/master/openapi/spec3.json). Check [Telnyx status](https://status.telnyx.com/) when failures may be provider-wide. This skill is an independently written guide, not a Telnyx certification or claim of live testing.",
